Homelessness remains a visible challenge in England, with scores of people sleeping rough on the streets of London. Many unhoused people describe struggles with mental health, addiction and limited access to health care.

While British Prime Minister Andy Burnham has pledged to end homelessness nationwide, charities and experts say lasting progress will require major investment in affordable housing and social services. Manchester’s experience shows both the potential and the limits of current approaches.
