Russian attacks in Ukraine are increasingly targeting civilian infrastructure, shifting from energy to water systems, fuel supplies and public services.

In the Kharkiv region, petrol stations have been wiped out and a key reservoir serving about 1 million residents was hit by multiple glide bombs.

Authorities warn major cities face water shortages, while residents and NGOs prepare emergency reserves and decentralized supply systems to cope.
