Dubrovnik, Croatia’s UNESCO-listed coastal city, is taking on the challenges of overtourism as nearly 1.5 million visitors arrive each year. To protect residents’ quality of life, Mayor Mato Franković has introduced limits on cruise ship arrivals, expanded green spaces and invested in digital visitor management tools. The city’s shift from growth at all costs to sustainable tourism has earned it recognition as the European Green Pioneer of Smart Tourism 2026, offering a potential model for destinations across Europe.
