EU’s Kos: Montenegro on track for EU membership in 2028

EU Enlargement Commissioner Marta Kos says Montenegro could join the bloc by 2028, outlines plans for the gradual accession of candidate countries and discusses the upcoming elections in Serbia and Bosnia.

In this exclusive interview with DW on the occasion of the Berlin Process Meeting of Ministers of Foreign Affairs in Montenegro on October 1, EU Enlargement Commissioner Marta Kos spoke about EU enlargement, Montenegro’s accession prospects and the upcoming general elections in Bosnia and Herzegovina and Serbia.

She said that if everything goes well, Montenegro could join the bloc in 2028. She also noted that Albania is making very good progress and that the EU hopes to open all thematic clusters for accession negotiations with both Moldova and Ukraine before the year is out.

Stressing that the EU’s goal is to have “a secure and safe Europe based on European values” Kos said that enhanced gradual integration — which ministers discussed in Montenegro — is not a substitute for full membership.
