Could creating smaller provinces help Pakistan’s economy? The debate over administrative reform in Pakistan has resurfaced as questions grow over regional development and economic opportunity. With more than 240 million people spread across four provinces, supporters argue that smaller administrative units could improve infrastructure investment and public service delivery by bringing government closer to local needs.
Yet economists and development experts caution that redrawing provincial boundaries is not a guaranteed path to growth. Issues such as tax collection, education quality, and uneven access to opportunity may prove just as important as the size of government itself.
As Pakistan weighs the potential benefits of decentralization against political and economic realities, a broader question emerges: Can changing who makes decisions help unlock development, or are deeper reforms needed first?
